City of Bloomington Housing and Neighborhood Development (HAND) The Housing & Neighborhood Development (HAND) is working to improve the City of Bloomington’s neighborhoods by administering Community Development Block Grants and HOME programs from the Department of Housing and Urban Development (HUD).

This nearly five acre site is currently undergoing complete sustainable restoration and will be the first Leadership in Energy and Environmental Design (LEED) Registered residential community within Indiana. LEED is the national standard for developing High Performance, sustainable buildings. Everything located within the site and everything built on the site will pursue the LEED-Silver status. VPS is currently providing sustainable, High Performance Design consulting services and is designing the LEED prototype houses. These houses will incorporate best-practice environmental features, including efficient energy resources including solar panels on the roofs, efficient water and plumbing systems, sustainable materials including recycled carpet, glass, and ceramic tiles, enhanced indoor environments. The houses will be situated on the site in a way that shades harsh light and takes advantage of natural daylight, decreasing the need for artificial lighting.
